Well MILD steel core is legal as it doesn't count as "armor peircing". You can buy Bulgarian light ball which has a mild steel core. That being said you can get your hands on steel core chinese 7. Also lead is a more costly metal to use than the cheap mild steel that China is producing. You can buy thin tungsten rods like I have off of McMaster-Carr, cut the rod to bullet length, push rod into bullet seating it in place with glue or Loctite, and testing it on some steel plate.
